Step 1: Insert and Duplicate Image

Step 2: Select the Subject

Ctrl+J ( Duplicate layer)

Select the girl with polygon lasso tool

Press Q ( Quick mass)

Fliter - Blur - Gussian blur

Press Q

Save selection- New face

Ctrl+ D ( remove selection)

Step 3: Apply Lens Blur

Fliter - blur- len blur ( source- new face ) ( invert)

- OK

Step 4: Refine with Layer Mask

Add layer mass- foreground color - black , background color - white

Brush tool - Rotate on the sides of the face

Final Result

The subject (the girl) stays sharp and clear, while the background beautifully blurs out, creating a realistic depth of field effect just like in professional photography.
